Reserve to I-10 Connector
ENVIRONMENTAL IMPACT STATEMENT/
INTERCHANGE JUSTIFICATION REPORT
St. John the Baptist ParishThe Regional Planning Commission (RPC) and the Federal Highway Administration are in the process of completing an Environmental Impact Statement (EIS) for a proposed new connector between US 61 (Airline Drive) and I-10 in St. John the Baptist Parish, Louisiana (DEIS). As the Preferred Alternative includes a new interchange at I-10 between the LA 3188 (Belle Terre) Interchange and the LA 641 (Gramercy) Interchange, an Interchange Justification Report (IJR) was also necessary. The IJR process is nearing completion, and the RPC is inviting interested citizens to attend a Public Meeting to update citizens on both the EIS and IJR processes, including changes to the earlier alignment presented at the Draft EIS Public Hearing in May 2015. The Public Meeting location and time is as follows:Date: Thursday, July 13, 2023
Time: 6:00 p. m. – 8:00 p.m.
Location: Media Center, River Parishes Community College
125 Regala Park Rd.
Reserve, LA 70084

Project Location and Scope: The proposed new connector includes a new roadway extending northward from LA 637 (W. 10th Street/Regala Park Road) at US 61 (Airline Drive) and continues northward to I-10, where it would intersect that highway with a new interchange. The entire project length is approximately 2.5 miles.

Public Meeting Details: Detailed information from the Environmental Impact Statement (EIS) and Interchange Justification Report (IJR) will be presented at the Public Meeting. The purpose of the Public Meeting will be to update the public on current project status including changes to the earlier alignment presented at the Draft EIS Public Hearing in May 2015, and to receive comment and input on both EIS and IJR processes. All interested persons or their representatives are invited to be present at the above time and place for the purpose of becoming acquainted with the highway improvements being considered.

The meeting will be held in an “open house” format, with the public free to show up anytime during the scheduled time. Attendees will be afforded an opportunity to express their views concerning the proposed project’s specific location, major design features, and the probable social, economic, and environmental effects involved. Information packet hand-outs will be available to the public, and a court reporter will be available to record oral comments at the meeting. To enable statements to be presented within a reasonable time period, and for the accuracy of the official meeting record, it is suggested that oral comments be supplemented by written comments. All written comments may be submitted at the meeting, or may be mailed to the following address, postmarked within ten days following the meeting date (by July 23, 2023):
