SJSO arrests Texas contractor for fraud

Laura Patricia Nandin, 50, of Farmers Branch, Texas was arrested October 24, 2022 on several charges of contractor fraud.
In January 2022, the St. John Parish Sheriff’s Office began receiving several complaints from local residents in reference to contractor fraud. The reports alleged that a female subject identified as Nandin, the owner and operator of M&M Contractors and M&M Roofing and Contractors, based in Texas, had committed contractor fraud.
Based on a lengthy investigation, detectives discovered that Nandin had operated and engaged in the business of contracting without a license as required by Louisiana law. It was also reported that Nandin had taken payments to work on several hurricane Ida victims’ homes. Nandin was paid and did not complete the work commensurate to what she was paid for, or she did not complete any work at all. Based on further investigation by the SJSO Cyber/Financial Crimes Division, multiple arrest warrants were issued for Nandin. With the assistance of the Louisiana Attorney General’s Fugitive Unit, Nandin was arrested recently in Texas by agents of the Texas Attorney General’s Office and extradited to Louisiana.
Nandin was booked on October 24, 2022 for a total of 13 felony violations, including residential contractor fraud, theft by fraud/over $25,000, engaging in the business of contracting without authority, and misapplication of payments by a contractor. Losses in this investigation are reported to be several hundred thousand dollars.
