Parish projects updated at meeting

HAHNVILLE – The Operations, Maintenance and Construction Management Committee of the St. Charles Parish Council heard update reports onparish sewerage, drainage, road overlay and other capital improvement projects Monday.

Concern was expressed over some road overlay projects where the roads acted as the drainage for the area. In parts of Ama and in Des Allemands,some overlays left the road higher than the surrounding lots.

“People are scared,” Councilman Terry Authement said.

Councilman Dickie Duhe also reported the pavement in the 300 block of Spruce Street, Norco, is “coming up in huge chunks.”Also, the Ormond Road Raising project ran into problems due to the far substandard soil. “The soil conditions are much worse than weanticipated,” reported Richard Wright, director of public works and wastewater.

Drainage: Destrehan II Pump Station – construction began March 1998, pumps tested on Oct. 19, should be completed by the end of the year.Stanton Hall Crossing – construction began May 1999 and now substantially complete.

Thomas Coby Drive jack and bore – final plans completed, awaiting railroad approval.

Dunleith Levee Repairs at Linwood Drive – construction began January 1999, final plans nearly complete.

Lakewood Drive Area Improvements – construction began January 1999, awaiting delivery of natural gas engine, new contract awarded that night.

Cousin Canal Pump Station Upgrade – construction began May 1998, now substantially complete.

Davis-Barton Pump Station Upgrade – construction began November 1998, pump test scheduled this week.

Kellogg Pump Station – construction began July 1999, sheet piling operation now under way.

Mary’s Canal Project – construction began July 1999, permit approved and construction under way.

Ormond Road Raising – construction began August 1999, pipe laid along Airline Highway, relocation of pipe along Ormond Boulevard necessary.

Destrehan I Pump Station Upgrade – final design authorized.

Willowdale Pump Station Upgrade – preliminary design under review, problem with getting natural gas to site.

Ormond Boulevard Flood Gate – agreement being negotiated with Badeaux Engineers Inc.

Boutte Area Drainage Project – project recommended, including U.S.Highway 90 overlay project, if the parish provides funding.

Coronado Park Drainage Improvements – preliminary elevations received.

Bar Screens parishwide – construction began June 1999, now 25 percent complete.

Dianne Place Pump Station – construction began April 1998, now complete.

South Destrehan Avenue Improvements – additional surveying complete, final plans 55 percent complete.

New Sarpy Jack and Bore – final plans 90 percent complete.

Bar None Drainage – completion expected in 90 days.

Almedia Road Pump Station – survey and geotechnical work completed, hydraulic study and design review meeting set Nov. 12.West Bank Hurricane Protection Levee – awaiting U.S. Army Corps ofEngineers permit.

Mary’s Canal Crossing – permit approved and construction under way.

Paul Maillard Road Crossing – awaiting insurance certificates.

Sugarhouse Road Jack and Bore – awaiting award of contract.

80-Arpent Canal Pump Station Upgrade – final design meeting set Nov.

Sewerage: Destrehan Plant – construction began October 1997, 78 percent complete but contractor defaulted and bonding company now in charge of project.

Major concrete structures complete and equipment installation is 65 percent complete.

Hahnville Plant – construction began August 1998, now 78 percent completed, with major concrete structures complete and equipment installation 35 percent complete.

Hahnville Effluent Force Main – construction began May 1999, now substantially complete.

Montz/Norco Force Main and Pump Station – construction began August 1999, now 26 percent complete.

Killona Force Main and Pump Station – construction due to begin Nov. 1.Bayou Gauche/Paradis Force Main and Pump Station – awaiting signed contracts to commence construction.

St. Rose Sewer Skips Phase IV – construction began March 1998, nowcomplete.

Fourth Street Pump Station – construction began May 1999, now substantially complete.

Paradis Force Main – construction began September 1999.

Willowdale Pump Station Rehabilitation – construction began May 1999, now substantially complete.

Road Overlay: 1999 Street Repairs – notice to proceed issued August 1999.

Other Capital Projects: Kinler Street Improvements – contacting property owners.

Paul Maillard Road Sidewalks – project advertised and bid opening set Nov. 5.Bernice Drive Drainage Improvements – final design complete and awaiting servitude.

Talbot Drive Drainage Improvements – construction begun.

Willowridge Recreational Area – permit application submitted to Corps of Engineers.
