DEAR EDITOR: I have known and admired state Sen. Tom Greene for some time. He is anintelligent and thoughtful man. But he has never been able to completelysell me on school vouchers. His latest approach is what he calls “TOPS forKids,” in which state funds for education would be given in the form of scholarships which each family would use to choose their child’s school.

The idea, of course, is to force public schools to become “more competitive.”But when I raise what I think are some basic common-sense questions, Mr.

Greene answers more with bluster than with brilliance. Before the peopleof Louisiana can buy into vouchers, and before he can honestly claim the right to lead and govern us, he must answer them. First among them is:”How does anything which takes money away from public education help public education?”
