SCSO arrests three individuals related to manufacturing methamphetamine investigation

Sheriff Champagne announces the arrest of three individuals related to an investigation of the manufacturing of methamphetamine.
Wayne Arabie, a 47-year-old male of 832 Apple Street in Norco, LA was arrested and charged with Creation or Operation of a Clandestine Laboratory for the Unlawful Manufacture of CDS (2 Counts), Possession of Methamphetamine, Possession with Intent to Distribute Methamphetamine, Distribution of Methamphetamine, and Possession or Distribution of Drug Paraphernalia.
Kim T. Shaffett, a 59-year-old female from Norco, LA was arrested and charged with Possession of Methamphetamine and Traffic.
April R. Frisch, a 45-year-old female of 222 Fir Street in Laplace, LA was arrested and charged with Creation or Operation of a Clandestine Laboratory for the Unlawful Manufacture of CDS (2 Counts), Possession of Methamphetamine, Distribution of Methamphetamine, and Possession or Distribution of Drug Paraphernalia.
During an ongoing Narcotics investigation, Detectives obtained an arrest warrant for Arabie for Distribution of Methamphetamine and a search warrant for the travel trailer located at the Spillway. On Monday, March 27, 2023, a vehicle was observed leaving the travel trailer and traveling with its high beams activated while other vehicles were on the roadway. Deputies stopped the vehicle and made contact with the driver, later identified as Shaffett. Arabie was a passenger in the vehicle. Shaffett and Arabie were found to possess methamphetamine, hypodermic syringes, and glass smoking devices.
While conducting the search warrant at the travel trailer, Detectives made contact with Frisch. Detectives located several plastic bottles, one with plastic tubing attached to the cap, and several common household items that when combined assist in the production of Methamphetamine. Detectives also located a digital scale, methamphetamine, and hypodermic syringes in the travel trailer.
Wayne Arabie, Kim Shaffett, and April Frisch were booked at the Nelson Coleman Correctional Center.
