On Thursday, February 2, 2023 just before 1:30 p.m., deputies with the St. Charles Parish Sheriff’s Office located inmate Jay W. Foster, a 71-year-old male from Luling, unresponsive in his cell at the Nelson Coleman Correctional Center. Deputies and medical staff immediately began life-saving efforts which included CPR and the use of an AED until the St. Charles Parish EMS arrived and continued lifesaving efforts. He was transported to a local hospital where he was later pronounced deceased.

Foster had an extensive medical history which included significant heart conditions. He was housed in an isolation dorm due to the seriousness of his offenses and medical conditions. Foster was given access to the day room and shower which he utilized. He returned to his cell and laid down. An hour and twelve minutes later, deputies arrived to take him to a scheduled medical visit to check his blood sugar levels and found him unresponsive.

After lifesaving measures were performed, Foster was transported to the hospital where he was pronounced deceased by the St. Charles Parish Coroner’s Office.

Foster was arrested on Thursday, January 19, 2023 and charged with Oral Sexual Battery and Molestation of a Juvenile Under 13 Years of Age. His bond was set by the 29th Judicial Court at $500,000 with a $50,000 cash bond required to be posted.

The St. Charles Parish Sheriff’s Office has requested and the St. Charles Parish Coroner’s Office has ordered an autopsy which will be conducted later this week.
