LCTCS Announces Finalists for River Parishes Community College Chancellor Position

Gonzales This week, the Louisiana Community and Technical College System (LCTCS) announced the finalists for the position of chancellor of River Parishes Community College (RPCC). The announcement comes after a competitive and comprehensive nationwide search. The search process has produced a diverse pool of highly qualified applicants.

Each finalist will participate in separate public forums with students, faculty, staff, and community members. The forums will be held in person Monday, November 7 at the RPCC Gonzales campus. The college community is strongly encouraged to participate in the public forums. The full public forum schedule is provided below.

Finalists in alphabetical order:

Dr. Samuel “Todd” Brand has spent over two decades working in the field of higher education. Originally from Mendenhall, MS, Dr. Brand is currently serving in his fourth year as Chief Academic Officer at Ashland Community & Technical College in Ashland, Kentucky, supervising all academic programs on three campuses. Prior to his service at ACTC, he served for over a decade as Division Chair of Fine Arts and Communication and as Arts & Letters Series Director at Meridian Community College in Meridian, Mississippi.

Dr. William “Chandler” LeBoeuf is an educator and administrator with nearly two decades of experience in higher education and possesses a highly diverse background in student services, academic affairs, workforce and economic development, institutional advancement, and institutional accreditation. Dr. LeBoeuf currently serves as the Vice Chancellor for Institutional Advancement and Strategic Initiatives for Fletcher Technical Community College in Schriever, Louisiana. He also serves as Executive Director for the Fletcher Technical Community College Foundation and the Fletcher Falcon Enterprise Corporation.

Quintin D. Taylor serves as Interim Chancellor of River Parishes Community College (RPCC) and the Chief Public Affairs & Diversity, Equity, and Inclusion (DEI) Officer for the Louisiana Community and Technical College System (LCTCS). Quintin began his role as RPCC Interim Chancellor on June 1, 2022. In his brief time as Interim Chancellor, Quintin has placed a greater emphasis on business operations, enrollment management and processes, empowering faculty and staff, and investing in strategic outreach and marketing.

Dr. Jerry Thomas is a United States Army veteran. He serves as the Vice President for Student Affairs and Enrollment Management at National Park College in Hot Springs, Arkansas. Previously, he was the Assistant Vice President for Student Affairs at Thomas Edison State University in Trenton, New Jersey. Employed at Southern Arkansas University (SAU), Magnolia, Arkansas, from 1993 to 2013, Dr. Thomas served in various student affairs positions and maintained an adjunct instructor position teaching U.S. History courses at the university.
