St. John resolves $200K project concern from ’01

LAPLACE — An issue involving the St. John Parish Government and Belle Terre Land LLC regarding a construction project that was never completed has finally been resolved after more than a decade, authorities said.

Assistant District Attorney Keith Green told Parish Council members the parish has returned $200,000 to Belle Terre in accordance with terms of an agreement originally signed Dec. 17, 2001.

Originally, Belle Terre was seeking to expand St. Andrews Boulevard and Woodland Drive in LaPlace by 885 linear feet and needed the Parish’s assistance to file for permitting and other licenses.

The project had a three-year deadline but never materialized.

The D.A.’s office became involved in December and, based on several factors, concluded the money, which had been put into a bank account earlier in the project, needed to be returned to Belle Terre.

In other Council news, members followed the advice of legal counsel and delayed action on two requests from Parish President Natalie Robottom regarding Roy Engineers and Consultants LLC for Disaster Recovery Project Management Consultant Services.

Robottom has previously requested authorization to terminate the agreement with Royal and also be allowed to advertise for a Request for Proposal to conclude the grant management services for conclusion of the FEMA and Hazard Mitigation grant programs.

Robottom has previously related to Council members the current contract has a termination date of March 31, 2019, which conflicts with the RFP, which specified a five-year term, which should end March 31, 2018.

She has said failure to do so would result in the program ceasing as no funding would be available after that date.

However, legal counsel has “strongly” advised to take no action because of pending litigation.

The two motions were tabled Feb. 27 and this past Tuesday no action was taken because there were no motions for each item to be brought back before the Council.
