LAPLACE-In a runoff between two former St. John Parish Council members, Richard Dale Wolfe Sr. emerged the victor over Lester Rainey Jr. in the race for Division A Councilman-at-Large.

With 55 percent of the vote to Rainey’s 45 percent, Wolfe was elected by a margin 3,427 to 2,849. This was nearly unchanged from the results of October’s primary in which Wolfe held a nine percent lead over his opponent.
