Amendments approved in River Parishes, state

LAPLACE – Voters of Louisiana and the River Parishes added six new amendments to the state constitution Saturday. All six amendments easilygot voters’ approval with healthy percentages.
With 100 percent of the precincts reporting, results are as follows: Clemency Recommendations – requires a favorable recommendation by the Board of Pardons before a governor can grant clemency to a convicted felon. Present law only requires a recommendation, not necessarily afavorable one. Statewide: Yes – 376,319, No – 260,187; St. Charles Parish:Yes – 6,819, No – 4,462; St. James Parish: Yes – 1,439, No – 1,358; St. John Parish: Yes – 5,089, No – 4,041. Trust Fund Investments – This allows the state treasurer to invest up to 35 percent of the money in the $39 million Rockefeller Trust Fund and the $11 million Marsh Island Trust Fund in stocks. Right now, all the moneymust be invested in bonds. Statewide: Yes – 331,715, No – 290,310; St.Charles Parish: Yes – 6,069, No – 4,918; St. Charles Parish: Yes – 6,069, No- 4,918; St. John Parish: Yes – 4,225, No – 4,559. Zachary School System – Allows the town of Zachary in East Baton Rouge Parish to secede from the parish school system and set up its own independent school system. Statewide: Yes – 341,286, No – 269,119; St.Charles Parish: Yes – 5,882, No – 4,753; St. James Parish: Yes – 1,298, No- 1,344; St. John Parish: Yes – 4,510, No – 4,145. Worker’s Compensation I – Part of an effort by the Foster Administration to privatize the Louisiana Worker’s Compensation Corp.

the right to join the Louisiana Insurance Guaranty Association which is set up to pay claims of insolvent insurance companies as part of the privatization process. Jury Service – Exempts people 70 or older from jury service in state courts, unless they elect to serve voluntarily.
